On August 16, the Board of Trustees called for a Voter Approved Tax Ratification Election (VATRE) to generate additional local revenue to provide teachers and staff with additional compensation and to fund new teaching positions to meet student enrollment growth.

With its passage, teachers and staff would receive a 3 percent pay increase this year with auxiliary personnel receiving a $1.50 hourly pay increase. Revenue generated by the VATRE could fund compensation increases of up to three percent annually over the next three to four years
What is a Voter-Approved Tax Ratification Election (VATRE)

A Voter-Approval Tax Rate Election (VATRE) is an election that must be held when a school board adopts a tax rate that exceeds its voter approval tax rate. It asks the voters to approve that rate.

For the tax year 2021, the legislature compressed the district's tax rate by a total of 5 cents. Although the total tax rate adopted by the district is decreasing by 5 cents, a VATRE is required to capture 7 cents in order to maximize state funding. It is projected that the tax rate will increase by $0.0163.

Comal ISD’s Maintenance and Operations (M&O) tax rate has remained the same or declined in each of the past 15 years. The district has never asked for an increase to the maintenance and operations tax rate.
